There’s some guesstimating here, because I don’t have current numbers for Defense Department “train and equip” aid, and I don’t have a breakdown for how much of the State Department’s International Narcotics Control and Law Enforcement aid goes to the military/police and how much goes to the judiciary and other civilian priorities.
